A community center gave its exhibition group a mandate to plan the autumn display and coordinate the participating artists. Building maintenance remained outside the group's purview, even though some members had strong opinions about the entrance lighting. The center would stipulate in the planning agreement that any change to fixtures needed separate approval. The group could therefore develop the exhibition confidently while recognizing which suggestions had to be passed to someone responsible for the building rather than treated as its own decision to make.

The mandate authorized substantial work without giving the exhibition group control over every feature of the center. Questions within its purview included the order of displays and the information requested from artists. The agreement would also stipulate when the rooms had to be returned to ordinary use, a condition the planning schedule needed to respect. Recording those boundaries helped members distinguish a useful proposal from an action they were already authorized to carry out on behalf of everyone else.
