The mystery's flagrant abuse of a relief fund becomes clear when the treasurer openly diverts money reserved for families whose homes were destroyed. The treasurer's contemptible demand that those families thank him for his generosity adds humiliation to their losses. The enormity of deliberately exploiting people in desperate circumstances gives the discovery its moral weight, beyond the amount of money involved. The investigator records both the missing payments and the letters showing that the treasurer understood whom his actions would harm.

The flagrant diversion cannot be explained as a mistaken entry because the treasurer repeatedly directs the payments into his personal account. His contemptible effort to blame the families becomes less credible when their unanswered requests appear in the same file. The investigator's account conveys the enormity of the conduct through its deliberate cruelty, not by using the word as a synonym for size.
