In a fictional town, the council voted to annul an old permit after discovering that it had been issued to an organization that did not exist. A clique then tried to subvert the open application system by secretly steering every available space toward its own members. A proposal to restore the earlier system of unrecorded personal favors struck several residents as retrograde after years of more transparent decisions. The clerk separated the invalid permit from the broader question of how applications should be handled.

The council could annul the particular permit without claiming that every properly issued authorization was also invalid. The clique's attempt to subvert the system required a different response, because secretly undermining fair procedures would continue even if that single document disappeared. Residents rejected the retrograde proposal and instead asked for a clearer public record of decisions. The revised process preserved the gains they valued while allowing errors in individual applications to be corrected openly.
