An infringement involved violating a right, rule, or agreement, so the disputed display required attention even if visitors admired it. The word sanction could describe the resulting penalty or the board's approval of an unrelated session; the surrounding action made the intended sense clear. Members therefore read the whole sentence before deciding whether the minutes were permitting conduct or responding to a violation.
