A corrupt depot manager in the novel demanded private gifts before releasing supplies that families were already entitled to collect under the story's rules. An unscrupulous trader helped favored customers obtain extra shares by knowingly presenting invented household records. A depraved accomplice went further, deliberately destroying a vulnerable family's remaining possessions for the pleasure of seeing their distress. The narrator revealed these actions gradually, allowing readers to judge conduct behind the depot's cheerful notices about public service.
